The system prioritizes non-legacy skins first, so if you already own all the regular skins for a champ, there’s a better chance a legacy one could appear. Legendary, ultimate, prestige, and recently released skins (less than 90 days old) are excluded from the offers.
Some Reddit users say that the version of Your Shop where legacy or rarer skins appear only happens once a year and that most other versions mainly focus on standard skins. But in my experience, Your Shop has been showing up more often, about once a month, and I’ve actually gotten legacy skins multiple times using a simple method.
